How come tito didnt save joe on the last level? I need help I'm only 71.5% done and it said I beat it.

After Vito realizes Joe is going to be killed the game ends. The rest of the completion of the game is just collecting playboy magazines and Wanted Posters. But it isnt manditory to collect e'm all.

Joe wasn't supposed to be saved on the last level - it is part of the story and is meant to illustrate how loyalty only goes so far when you are not a made man... As for the completion, there are a number of optional quests plus the Playboy and Wanted Poster collections you need to complete in order to get 100%.
