The outskirts is located in the very first area where you started. Leave the hotel through the Central Square then follow the straightforward path to the north defeat all enemies along the way. Once you've reached the area, you'll get a prompt that you have completed it.

Illegal Dumping

Location: Alley

Objective: Arrive at specific area.

Travel to Central Square then return to the Alley. Head to the plaza to trigger a cutscene.

Flowers and Money

Location: Old Count's Mansion

Objective: Arrive at specific area.

Travel to the mansion's Outdoor Garden then reach the Entrance Hall area to complete this quest.
