Don't be worried, this is a good thing! This means that your sim's needs have been met and it is "inspired," or happy. Try to keep your Sims like this to get more XP from actions and more simoleans from gardening.

Just leave him alone for like a few hours so he stops sparkling and then give the sim its needs

However, this is a common mistake with an other thing in the game.
This other thing takes the shape of a green diamond, and it is meant as a pin point of which Sim you are currently controlling.

My female sim just had a baby, but when she was born, the baby was sparkling green! Everything else was normally the same, what does this mean?

A green and sparkling sim means 🎶HAPPY HAPPY HAPPY🎶 or inspired
