Perhaps because it is illegal for an Adult to have such a relationship with a child under 18 years old. As an aside, it is also unethical and immoral! Eww!

Preteen Sims can not have romantic Relationships with any other sim, Adult or preteen.

You can't. She/He's just a preteen it's obvious that they can't do that.
