You need two adults Sims of the same gender, female or male and make them 'good friends' if they are higher than 'good friends' it won't work ether so complain or be rude to them until they are 'good friends'. Click on them as if your going to make them chat and it should come up as 'bro hug' the same way as something like 'high five' or 'woohoo'. :D

Just make a new connection with another sim. Build the relationship until they bcome good friends.

That’s not entirely true. The Sims do not have to be of the same sex. You simply have to be sure your Sims are nice to each other, funny or chest bump. Don’t do anything that could lead them into a romantic stage.

I was having the same problem. This is what I did. I had my sim select a stranger (note: this was a m/f interaction) and made the sim an acquaintance and then selected 'shake hands'. After that I made them friends and the 'high five' option appeared which hadn't been available earlier. After that I proceeded to make them good friends and lo and behold there was the 'bro hug' option.

The Sims both have to be males and good friends I just done it and tried with two females and two sims of opposite genders and it didn't work.

I finally figured it out! It's not "bro hug a neighbor sim" it's "bro hug a Neighbors sim"! You have to go to a neighbors town and become good friends with one of their Sims, then bro hug them!
