Well first you have to have enough Sims to unlock The Car Dealership. I forget how many that is, but if you can't find the icon then that is probably your problem. Go to The Town Map. Look on the right side of the river up near the coast (and the lighthouse.) there should be a row of Housing lots right near the coast. Across the street there is the lot where the Car lot can be built.
