Be in a love relationship until you see the option "WooHoo" click on it . ( they stand up doing it ???) There . MAKE SURE IT. IS TWO ADULTS MAKE AND FEMALE

You have to build up two Sims' relationship Status to Partners first before you have the option to Woohoo.

My task is to woohoo with a Neighbors sim. I built up a partner relationship with one, but the woohoo option isn't there still. Help?

I got that task right now as well, I think it's another glitch with the game. Hopefully will be sorted by the next updateGuest answered:
You have to be doing the 'Love Is In The Air' Quest (available from level 7) to WooHoo. It will come up whilst you are doing the quest to WooHoo, and then you can WooHoo after you've completed the quest.
REMEMBER: Your Sims must be at least partners to WooHoo
