How can I get gems? How do I have a baby?

When you say gems you probably mean LP? You can buy LP, do stuff to get free LP or earn it by completing Goals. To have a baby you need to get two Sims to be married. To do this they need to be romantic to each other lots and progress through the relationship stages until they can propose. To propose you also need to buy a ring. Also to have a baby you will need to buy a crib.

I bought the handfull of the lps and it wont give them to me and its still charging my account for it what do I do?????

Push the purple button to the store and while it says connecting to server, click the home button. Wait for 10 seconds and get back on. It will ask you if you would like to cancel. Click cancel. It worked for me and I hope it works out for you.
