You must have a Facebook account and connect it with Sims freeplay. And add people who play the game and they become your neighbor. Or a quicker way is to go to the sims freeplay Facebook page and add people.

how to make a new simGuest answered:
You have to be connected to Facebook and add people that have it. You can't actually see their village, but if you go on The Party Boat you can see how many people they have and what level their on.

No! You don''t have to go on face book you can also access it on Game Center. See if your not connected to face book you can go to Game Center instead. After you do that you"ll get a lot of other Goals that are easier than this one. Stuff like use your Neighbors toilet.
