I don't think you can. At present my Sims have multiple partners.

Have your tried making them complain to each other? I know that complaining will change friendships, so I guess it would work with Relationships.

How do you, make them in a relationship? I did complaining but it just make them into friends again. And now it has a red Bar with friends so what do I do?

Once you are best friends you don't start a romantic relationship you have to complete a quest to become married and stuffIf you are still looking for help with this game we have more questions and answers for you to check.
