You firstly have to build the Park and then press on it. Then as you(the player) at the park, you use the whistle and call out your Sims if they're available at that time.

There are ducks in the pond, click on them and then feed them.

First, whistle a player over, then tap on the ducks. It will say "feed the ducks." Tap on it. Your done🎉🎊😃👍👏

I have a pond in the Park, but it only lets me feed the ducks. I am trying to bribe them cavier and that task doesn't appear. What do I need to do for that task to show up?
