Final Smash - Negative Zone:
Creates a large negative bubble around Luigi that encompasses the field (more or less). Any opponents caught therein will suffer various status effects, including flowers on their heads, sleep, and loss of control. They will constantly suffer damage while within the bubble. After Luigi finishes his dance, quickly run over and do Super Jump Punch on each enemy before the bubble disappears. If you can pull this off, it's pretty much guaranteed KOs.
Strategy:
Luigi has a variety of strange moves that can keep your opponents guessing. The Green Missile is prone to misfires, so don't use that near the edge. Otherwise, use the cyclone and his rather fast smash attacks to build damage, and finish them with a Super Jump Punch.
Defense strategy:
On defense, watch for his fireballs and dodge when he gets in close to get behind him. His attacks don't leave him very open, and he can turn quickly, his Super Jump Punch also has him covered from the air. Overall, hail him with projectiles and use attacks that have a moderate range when you approach him.

Mario's taller, thinner, cowardly brother once again returns for a fight. While Luigi initially seems similar to older brother Mario, their differances are actually bigger than first thought. Luigi is a faster character who has his own signature move called the Green Missile. His somewhat cowardly fighting style makes him unique and a bit of a comical character.
How to unlock: Play 22 brawls, then challenge him; complete classic without using any continues, then challenge him; get him to join your team in the Subspace Emissary.
Special moves
Final Smash: Negative Zone. Luigi dances around, creating a giant bubble known as the Negative Zone. Inside this colour-reversed bubble, all opponents are struck with many status effects at once, including decreased attack, speed, traction and weight, dizzyness, sleep, flowers growing on their heads, constant health drain and uncontrollable taunting. All this makes opponents essentially an easy target for Luigi.

Luigi's final smash can also make you use your taunts without you choosing to do so.
Despite what many people say Luigi is not a ground fighter. His aerials are what make him amazing, being able to short hop enables you to use them against ground opponents.
up air is for enemis you've just hit up but not KO'ed. It's very fast and difficult to guess and dodge if it isn't spammed.
His forward air is very good for short hopping, usually able of two hits. Very good.
Down air is for descending. It doesn't leave luigi wide open and once again, it's fast.
Back air is once again, fast, and useful.
Neutral air is actually a pretty good KO move, as it is what is known as a "sex kick" which at the very beginning of its use has very good knockback, but decreases in power the longer it us out.
Pretty much Luigi's only good aerial KO move.
Now on the ground:
Neutral a combo is decent.
Dash a racks up nice damage, and if you hit, can set up for short hop attacks.
Forward a hits decent. I don't use up a or down a.
Up smash is decent for KO's, but might as well leave vertical KO's to the fire punch.
Down smash is only when you need to hit both sides.
Side smash is arguably Luigi's best KO move, simply because if you fail, fire punch leaves you very vulnerable.
B neutral is good for stopping advances, or Jigglypuff's rollout. Unlike his brother's fire, Luigi's defoes gravity.
B side is a good recovery, to be used off the side of the stage. If it misfires, it has very good KO potential. However, it's only a 1/8 chance.
B down is a good recovery too, as it can be chained with one of the other two, as it's the only recovery you have that doesn't make you helpless. Great for ground travel too.
B up is pathetic. 1% damage, and leaves you helpless, and with your very slow fall rate, that really sucks. It is your best vertical recovery, and if used when right on top of an opponent, is a very good KO move. Trap your opponent as they run in with a couple of neutral a jabs and they're in the perfect position for a knockout.
Taunt down has one use, catching edgespammers off guard.
If you catch an edgespammer and he runs out of invincibility on the edge and you use this taunt, it does a very powerful meteor smash, that, on stages like Final destination or battlefield, is an instant KO.
Also, Luigi is actually slightly slower than Mario, but jumps higher.
It seems that most of these stategies are leaving out aerials. Luigi is one of the best aerial fighters; his quick recovery time from attacks and the slowness at which he falls makes him ideal for beating the s**t out of people off the ground. Just remember to watch yourself when recovering or guarding the edge. Its very easy to forget that you often need to use your side b before your up b.

Luigi is an unlockable character too.
luigi's dash attack is effective for racking up damage as well as his projectile and quick smashes. forward A is surprisingly powerful and can KO at 50-60% on any character when sweetspotted

It's sad he is a shadow of his bro :( His special ability really says something about him.
