Where do you get National Pokedex?

Beat the Elite Four with at least 60 (or was it 90? i can't remember =D !!) pokemon, and when the game resets, Prof.Oak will ask you to goto the Sevii Islands to catch pokemon Unobtainable in the Kanto region, and he'll upgrade your Pokedex to a National Pokedex =D =D =D as well as giving you the rainbow pass =D =D =D

I am new to the forums .... I don't know alot about them but to get the national dex beat the Elite Four and have 60+ pokemon in your Kanto dex
