They appear randomly in the wild. Just keep looking around and if you're lucky, you will eventually find one. BUT, you can only get one.
For Entei, you need to have chosen Bulbasaur as your Starter
For Suicune, Charmander and for Raikou, Squirtle

Well, if you want to capture or obtain all Three of the legendary dogs, then you will have to either use a cheat code with a device like the Action Replay, or Trade with other people. You see, I know that it sucks, but you can only get One of the legendary dogs in the game, and which one you get depends on what Pokemon you chose at the beginning of the game. If you chose Charmander, then you will find Suicune. If you chose Bulbasaur, then you will find Raikou. Lastly, if you chose Squirtle, then you will receive Entei. You can find your legendary dog after you beat the Elite Four.

You can only get one per game and it depends on which Starter you chose. After you beat the Elite Four, one of the legendary dogs will apear randomly in some tall grass

The legendary dogs correspond to the starters as follows

Starter - Legendary dog

Charmander - Suicune

Squirtle - Raikou

Bulbasaur - Entei

Also, you basicly have to catch it with a masterball

for the record there are 4 legendary dogs the 4th is most easy to catch that dog is arcanine.If you get a growlite Evolve it into an arcanine look at inforation in the Pokedex you will see it is one of the legendary dogs
