How do you get an alien in your town??
I really want an alien but I don't know how to get one?!

The Alien in Sims FreePlay is called Osiris and is not an active or inactive playable character in the game -- the alien is used as the initiator for specific Quests and Special Events.
Recently they "returned" to kick off the Teen and Fame Quests, and then left the game again similar to how they were used before. You can expect that Osiris will be back, but again not as a playable character - so no to answer the question you did not ask, you won't be breeding half-Alien kids in the game.
