You collect bounty by getting in a chase with the cops and destroying as much stuff as you can and then you have to escaape from the cops then you get the bounty.

You get bounty by going into bounty mode in carreer mode then go and attack police cars and knock stuff and then you must get away the longer you last in the bounty the more bounty you get and you get more for destroying police cars or getting milestones like last really long or tag a number of police cars and getting away.

Get cops to chase you around for awhile, then crash into all of them, then evade, which might be a little hard at first, but you'll get used to it.
I really prefer to use the bus stop cheat(not really a cheat) to achieve a higher bounty.
