Yes my boyfriend is playing this game and he is at the part where you are suppose to date Millie, well he killed her and then got her keycard but now it wont let him go any further. Could you please help out so that way I can tell him how to play from here?

Once you kill your girlfriend in the game you can't date her anymore

You probably need to restart the game or load a saved game file from before the kill. I've never actually killed her before. You MAY be able to progress further into that storyline once all other storylines are finished. The normal way, you have to reach about the end of the game before you can play the rest of the casino missions. Reason being, you have to be done with all Las Venturas stories so the casino hit can't negatively impact other ongoing stories.
