Try getting your respect level to it's max. To do this, complete all the missions and kill as many enemy gang members as you can.

You do this by increasing your respect level. Most things in the game go towards building up respect. Completing missions killing people (especially enemy gang members) and things like that. Having said that recruited gang members are so unbelievably and utterly useless in this game that there's really no point. It's virtually impossible to get all your gang to follow you into an enemy territory, half of them will have simply buggered off by the time you get there. Once you start a gang war they just stand around and do nothing anyway. Don't know why Rockstar bothered to put this feature in the game as it's a complete waste of time.
