From my understanding all you need to do is have an extremely powerful rear-wheel drive car. I don't have this game yet though, so I don't know enough to give you a straight answer.

The car must be a rear wheel, it's power must be level 3 and above.

You must enter a Wheelie Competition. These races are towards the end of the game. Around 75% complete. Heat your tyres like in a drag race, then when the lights go green, RACE. Like a drag race change gears at the maximum revs, not the perfect shift zone, use NOS in the second gear. This should get you a 400ft wheelie. The best car is a Zonda if you can afford it, Supra or Dodge Charger R/T. Anything with 750hp+ and rear wheel drive will do a wheelie. Hope this helps mate.
