how do use the wind tunnel when tuning your car?

I saw on one of the tutorails that you can use a wind tunnel to increase or decrease the down force of your car how do you use it?

Only certain consoles have that feature. As far as I know the PC version has the feature and apparantly the X Box 360 and PS3 can provided you get the download patch.
Sadly none for the PS2 version.
It doesn't actually increase or decrease your downforce acting upon on the car. It tells you much downforce your car is currently generating depending on the shape of your car's components.

You can't on the PS2 version but on the newer consoles you can.
