If there is a sim that you want to marry, What I do is make sure that your relasionship is at 100, you kissed, and there is a heart by the relationship number.
Then what you do is propose to them. P.S. You can't propose with most of the people in the game, so you might have to propose with someone who lives in the freelots.( I know, It sucks!!!)

Ok. This one is simple. Just invite the sim you want to marry over to your house, serve a plate of food, let them eat, sit around and talk for a while, play a little video games if you have it, or watch TV, use the restroom, then kiss them. If two plus signs pop up and sexy music starts playing, you're good to go.
*Complications:
1. They have to be a person from Free Street (preferably someone who you made especially for your sim)
2. If you have late work hours (say you get home at about 8:00), you might want to stay home one day to get married.
3. You have to be in a house where one of the goals is to get married.
4. You have to already love the person to get married. (obviously) LOL... ;^)
