You can find the ghost at the Haunted Mansion place after midnight.
BUT you can only get there once you have the steam tunnels open
I think the quickest way to get there is to go down the steam tunnel thingy right in front of Imperial Estates. Once your down there, go down the little pathway right infront of u to the left. Go over it then turn right and go up that ladder and your there( NOTE: once you get there you have to pick the lock and you wont understand him unless you have logic 4...)

You go in the under ground tunnels and if you make your way to the bottom left section of the tunnel and there is a bit that goes sort of like it is hidden in a small tunnel passage
