To make O.Phil McClean hate you, you must say mean things to him, about 5 mean things a day will do, but you should try not to make him not talk you or the relationship will go up.
The same thing will happen if you don't talk to him for a while. I hope I helped once again!

Hello!
For anyone still playing this in 2017 (lol) this is a pain in the arse mission because he's very easy to make happy and once you get past a certain point, anything makes him laugh and makes him friends with you and all insults just have no effect on him. So through trial and error there is only 3 sentences that will guarantee to annoy him, even at 100. (Trying to annoy him I accidentally got him to 100!)
"Don't you get bored just standing there?"
"Wouldn't you catch more with a big net?"
"You'll never make any money if you don't buy a boat!"
If you are in love with the hearts behind him these are the ONLY sentences that make him annoyed at you until you get to 0 then everything annoys him like normal.
He's not at the docks after 11/12pm so get into a routine of topping up everything to green, go and speak to him first thing in the morning, then you'll say you're tired, the three things you'll need to top up is food, toilet and seating. You can either grill fish or buy food at the shop then go to the expensive furniture shop for a seat and a toilet then do it all over again until everything is in the negative and you have to go home! It's very slow but you will make it!!

Hey other person playing this in 2017! Your advice about going to the shop for pooping/seating was really helpful! I noticed while doing this that if you just exit out of the conversation after insulting them (as long as its below around 10 lost points) you can just talk to them again without having to wait for them to not be mad at you. Got him down to -50 in one shot like that! Works for Misty Waters too. Her insults are usually insulting her looks and her job.
