Well when back-up is coming, you should go through pursuit breakers and stop the police from getting you then get to a cooldown spot fast and DON'T PANIC!

To evade the police in level 5 heat stay calm. Hit as many pursuit breakers as possible while heading in the direction of the bus station. Once there go inside and up the ramps go on top of the buses and then the cops are unable to get to you then just sit there and watch the madness. Hope this helps

Its really hard to do. Just use pursuit breakers a lot, and find a good cooldown spot and wait.
