This is maybe a stopid question but the startshreen is that the place where you can chose cariere or chalange or is the start screen load carriere of new carriere or is it the screen where you can chose free drive blacklist15 and my cars

There is the start screen where you press start and then after that screen there is all of those options if that is what you are asking.... Though I am not really sure on what you require to fully answer and assist your problem. So that is really all I can give you for the time being.
