Can some one please tell me how to make the black;list cars (what parts, performance, visual) because I wanna make izzy's and baron's cars but I don't know how...

Just take their car for free roam and take em to the shop and customize it.

You can't get the exact vinyls or stuff like that from the shop. You have to beat the blacklist racers and then take their cars.
