If you're talking about the Phnom Penh mission where you fly to Prawn Island, then you need to practice shooting. As the mission starts, practice shooting the boats and sea sparrow that you pass by.
Once you arrive in the area, remember that the red barrels and vehicles can explode, causing damage to nearby enemies. And take your time firing at enemies, as it only takes one bullet to kill them.

You really have to get alot better at your shooting skills. I know it took me a while until I passed that mission.
