Use a cydia
Go on setting and double tap home screen then make sure a app is running click on the app and wait for around 5 seconds go back onto vice city and a cheat screen would come up with money cheat, health cheat and non wanted level cheat after you have clicked on whatever cheates you want then click on your homescreen and go back onto the app then click on resume game then save the game so it isn't lost (make sure you haven't updated your game after 2 times)
Go to options, cheats, and you should be able to put cheat codes in.
Bluetooth keyboard don't work and I don't have cydia so what should I do
You can't do it.you need a bluetooth keyboard lol everthing above is bullshit
I have "cheater pad" and it works fine you should try and get it

You may needs an iPad Keyboard Dock or iPad Bluetooth Keyboard. You can buy it anywhere!
You need a bluetooth keyboard, after you've done that, type in your cheat (just type while game resumed, there is no box or anything) other than that THERE IS NO WAY
Not sure but may be f you use external keyboard could work but never tried
Lol if you have iPad Pro like me,just use the keyboard
