Yes, drive it into a property you own with a garage, or into a Pay n Spray to fix it.

If you drive the vehicle into a Pay n Spray garage, it will be repaired (costs money).

If you own a property with a garage, the game saves & repairs the vehicle (it's a risk to put multiple vehicles into a single garage space, as some vehicles may subsequently despawn).

You can't get girlfriends in GTA VC. That feature became available starting from GTA San Andreas.
