The parking meters are red meters on a pole. They are east of the Hyman Condo that you can buy. Use a PCJ 600 to lean into them to knock them down quick.
Another easy method of getting money is outside North Point Mall. If you see a cop chasing after someone, that person is a criminal. Use your fists to punch them to earn $50. Once the criminal is dead, you can keep on punching them for more $50 rewards (you have to wait until the $50 is added to your cash total, then you can attack again) until their body fades away. If an ambulance comes, then you can keep getting the $50 reward forever.
Most of these criminals are out at night. Also be careful of the PIGs, as they have guns.
