There is stairs in the construction place one on each floor,hope I helped you.

You have to go up on that building and they are inside on each level.

There are barrels on each level and the pink markers on the map indicate where they are and which level they on depending what kind of pink marker you have. This mission takes time because the helicopter aint the easiest thing to drive. I usually use the helicopters blades on top to sever these dudes who get on my nerves. Really cool action sequence ensues after successful completion.
