As you progress through the game the gates will open themselves until then just beat the missions

You have to do missions to unlock it. Or use the cheat that makes the cars to fly.

Doing missions unlocks other parts of the islands. Use cheats if you can't wait. Cheats obviously located in the cheat section on this website. Some good ones are cars float on water and flying cars. If you don't like cheating then just complete missions to unlock further areas.
