What place could I buy cheap that has a garage on it???

Not exactly sure, but it's either the building near the Pole Position Club (south-west from it), El Swanko Casa (near the hospital near North Point Mall), or the building near the golf club.
If you want some easy money, just go outside of North Point Mall, the north-east side, and punch criminals (at night). They'll be the ones running away from cops. You'll get a $50 "good citizen" bonus. You can repeat this, even once they're dead! And repeat forever if the paramedics revive him!
Just remember to wait till the $50 gets added first, or the game will stiff you on the cash. Also don't attack the PIGs, they got 9s (unless you can hide behind someone/something).

There is a place behind the ammunation shop for $1400 and has a helicopter and three garages which each store 2 cars.

I'm not yet sure where it is but when you finished the mission of Diaz you can already obtain his mansion and in his mansion there is a garage there.. And a helicopter on the upper floor...

I can help you get real easy fast money use the rhino cheat then steal it and do viglante missions if you touch any vechile it will be destroyed so you will complete them easily ,you have a infinite set of rockets in it launch them by circle button you wont find trouble buying things make four missions you shall get about 6500$.
