If you take over all the gang territory will others gangs attack and if not can you make the others gangs attack?

No they don't attack, and no you can't make them attack. I'm pretty sure you somewhat removed them from the game when you take their last bit of territory.

There appears to be a glitch in the game that will get more territories: fly in a plane for at least 20 minutes in the corner of the map. When there are more territories, they will attack again.

They won't attack again unless you leave 1 piece of teritory for them to get.

If you don't take all the gang territories they will attack you.

If you've collected all territories in this game, you've left the enemy gang members with no place to exist. Since they don't exist, there's no one to attack you. You've removed them from this game.
