I need the cheat to help me unlock all parts of the map or be able to do stuff in other citys

Sorry but there is no such cheat....not that I know I guess...but i'm sure there is no cheat to do that.

You need to use the never wanted code and then the jet pack code to get to other parts of the cities because the police will get on you so you use the cop code I just said and then you have to fly over the closed bridges.
Never Wanted is:circle,right,circle,right,left,triangle,up.
Jet pack is:L1,L2,R1,R2,UP,DOWN,LEFT,RIGHT.REPEAT THIS TWICE.

You need to play the game through and spawn a hydra and fly everywhere.

To get to other areas of the map without a wanted level use the cheat that locks the wanted level at the the amount of stars you have when you enter it and you can go around freely.You'll probably find it in the cheats or user submited cheats section.Hope thats what you were looking for.

This is only possible when you haven't done any missions yet

In the introduction scene, you will be busted by cops. When you are in the cop vehicle, use the "spawn Jetpack" cheat to open all shops and stuff.
When the scene is over, you will be wasted in an instant.
Put in the "lock wanted level" cheat and go to another island, everything will be opened up.

When you start the first mission though, this glitch is over but all shops are open once you unlock them again.

Start a new game and leave the video at the beginning to play through when the police car stops while the train goes past enter the jet pack cheat but leave the video still playing, when you get thrown out of the car the wasted text appears, you will start at the nearest hospital with all the shops, clothshops and gyms open.
