First when you get all the suits nothing happens and second you can not go back there the jetpack will be at your airstrip if you did the mission

You can't get back in the place you got the jetpack.

Yes you can.
Go to the $120,000 safe house in Los Santos.
Go roung the back where the pool is, and fly into the corner of the window (fly through the all and find the one you can go in)

Then fly down a bit, so you don't end up spawning above ground.
Place a marker on the road to the left of the quarry, as alot of people end up spawning in the quarry by mistake as it's so far underground.
Then, fly towards the marker.
When you get there, place the marker in the restricted area.
Fly towars it, until you see a shaft with the jetpac at the bottom.
FLy into it, and boom, you spawn inside area 69.

And to answer tour first question, all the suits do is add a percentage to game completion.
