Alright, I heard a rumor that if you fly out into the ocean long enough, you will eventually get to Liberty City. Is there any truth to this? And if so, how do I do it?

Well, it's kinda true. There is a mission in Las Venturas that involves doing just that. You take a plane and fly to a designated spot on the map. A few cutscenes later and you'll be in a bar/diner/whatever (in Liberty). You can't leave the area and you can't come back when the mission is over.

In one mission it's actually true where you do go back to complete a mission,
However I have actually tried this once when I wasn't on a mission by flying
The very same way I did the mission before and as far as I could tell you just
Keep going and going- of course I may not have gone out far enough.

That thing is bogus, there is a mission you have to do and you can get to this 'Liberty City' but just one's.

No only on the mission you can get there or use the blue hell glitch

This is incorrect, you cannot fly to Liberty City. You can only explore it during the mission 'St. Marks Bistro', by using a grenade to launch you over the wall, among other ways.

Yes there is a mission when you have to go to liberty city and if you pass it you can go there

A mission takes you back to liberty city for a little while. Its a random spot out on the ocean that I don't believe you can revisit after the mission.

There is 0 truth in that.
Liberty city is too far up to reach from a plane.

You can use the blue bell method to get there, but this screws up your game, and you can't explore liberty city as the only bit that is solid is the small section around St. Marks bistro.

You do a mission there, however, so you can explore the bistro if you kill all but 1 person.
