Yes you can buy all kinds of safe houses, stores, clubs, garages. Most of which produce income =)

Yes, but only after you've unlocked the area the house is located in through missions. Buy-able houses should have a green house icon floating outside of them. Red ones mean you haven't completed enough missions. A blue one means you need to complete a specific mission to unlock it, as it relates to that mission.
