No there is a garage where you can mod cars, and give them hydraulics and stuff not even like 10 seconds away.

Yo,can you actuly make it into a low-rider mod garage?...was the question.I know of the "Transfender" up the hill, and of the Wheel arch angels to the west.

No, it doesn't change at all throughout the game, which is stupid.
Theres a lowwridder garage in Los Santos anyway, so theres no need.
