You have to have different body looks.Look in the girlfriend guide.

There are more or less six or seven girlfriends in the game and they all stay in certain locations, you have to meet them there and you must be suitable for that person. I have forgotten where they are but i'm sure this site could tell you.

You meet them at certaint places, like the driving school and El Quebrados Sherrif parking lot, on top of Ammu Nation in Blueberry, Avispa Golf Course and other missions.

You get them through missions or you find the yourselves:
Denise: "Burning Desire" mission
Michelle: In San Fierro in the driving school
Helena: Blueberry Ammunation Shootin Range
Barbara: El Quebrados sherrif car park
Katie: Avispa Country Club San Fierro paracticin Tai Chi at the edge of the golf course
Millie: "Key To Her Heart" mission follow her home from Caligua's Palace

You have to find them.

Youu get 2 from missions, the rest are dotted around SA.
