I think you can get max star wanted level, then thief one.

I really don't know. But I know you can put in the code for one or get all six stars and then steal one

For the SWAT Tank,on the last mission steal it and fail the mission and then you have it.

For the Enforcer,just get 4 stars and quickly steal it and put it in a garage.

You could also type the never wanted cheat and (if you have the 3rd island) you can go to the "no fly zone" next to your private airport. There should be 1 in the garage there.

You cantget the swat tank unless your on the last mission.

Also, after that mission you can't get the swat tank anymore, even if you put it iin your garage it dissapears.

You can only use it in the last mission, but thats all, you can't save it in a garage.

The only way you're going to get a SWAT tank in normal gameplay is to save it. Break through the wall in the last mission and park the tank in your garage. It should be there after the mission.
