Just swim under water for as long as possible over and over again and it will slowly go up

Ok you may lose quite a bit of health for this but what you do is go underwater till your oxygen bar reaches zero then float to the top then wait for it to fill a little and go down till it hits zero again but this time stay under water until your health bar reaches about 50% then it should increase a lot.

The easiest way is to just swim under water for as long as possible and it will build up.

Swim under water it will fill up slowly, thats the only way without using any cheats.

Just go to the sea of lake and then dive inderwater pressing O, then go up when your breath meter goes down. Keep repeating that.
