The news helicopter is just the basic helicopter that you can find on a heli pad in bayside marina

Alright I have not found a news heli but you can fly a police heli.

Bayside marina, on the helipad, or you can do the racing missions in Las Venturas airport, and one of the challenges will be that.
Also a tip for everyone...The racing missions are the perfect way to get rare cars and things, just drive them to your location and quit the race. You can get the rareist car on the game this way...a Pheonix!

Start the flying races and choose the one with the news choper. Then take it to the huge garage you have at the abandoned airport.
