Okay, you have to be at Las Venturas of bought the abandoned air strip, you get flying lessons. When you have finished that, you get our license.

The pilots liscence will come after pilot school, but you can improve your flying stat much sooner than that, go to the first airport and get a jet or whatever and fly!
Thats all, fly till you get bored and your stat will have gone up, also you can use the cropduster you can find in the country.

Well if you ask me you have missed the phone call just play around until you cellphone rings and to get your flying stats up after you get the licence just fly plane for agas hope I helped please rate.

Just keep flying a plane youll soon get it or go to pilot school look for it in the map.
