Thanks for you anwsers. I found the AT-400 in the las venturas airport and I know the cheat to get the hotrods but the cheat makes you a clown and the people are clown and etc.You see them driving around heres the cheat if you want it (triangle,triangle,l1,square,square,circle,square,down,circle) I got 2 questions

Good to hear you got the AT-400,
Right, FBI truck? The only thing I can think you are on about is the SWAT tank, there is no alternate FBI truck of any kind, you can only get this in the last mission.
It will unlock itself during the story missions, it will then appear on the map in San Fierro, simple as that!

You have to complete 1 of The missions for wang autos ( de car shop in san fierro)

The only way to get the fbi truck is an AR or gameshark or other
If your AR disk is just lightly scratche you can get a Disk Doctor thing from most good game shops
