I read that if you fly or keep going out to sea on a boat for long enough that you can get all of san andreas as your territory.
 
 I did this last night and all the areas came up as purple and yellow (like in LS) but when I went to get the territory there were no gang members to start a gang war with. Does anyone know whats going on.

Well if you read it right you will see it says there will be no gang mebers to start a gang war with.

What you see is what you get, it just shows up the territories where you might find other gang members, but it don't let you take over them, like in doherty by your garage where certain gang members show up, and the strip, where a couple of gangs operate.

The thing is, those arnt like areas that they can really have controlle in for reason, it's just the game, but, Los Santos is the major gang area.try the all gangs cheat to make all the people a gang member of either yours, ballaz or Vagos.
