It is big smoke thats why he's with ballas and tenpenny on the first island at the end I think the mission is called the green sabre. Thats also why you and sweet kill him and tenpenny on the last mission.

I'm certain it was Big Smoke and Ryder, and Officer Tenpenny probably bribed them or something. I know for sure that those three take a big role in it.
