Go to the off track horse racing in the hick town, erm Blueberry I think. Bet on the horse with the best odds. If you lose simply reload your file and try again.

Right, to get money you can complete some of the asset property missions, the import & export board at SF docks, do the roleplay missions like firefighter, vigilante, taxi driver.....
Or you could use your freakin game properly and kill civilians and steal there money.

Do the other missions, or the side missions such as :

Police
Fire
Ambulance
Taxi
Pizza Delivery

These all generate cash. *No Cheats*

The best way is to use cheats it is no win or lose it's just win.
