I can't remember where blue hell is, but there is something about it somewhere on this site. BTW, Blue Hell is some glitch where you do something, and the screen goes blue and you end up in Liberty City or something. There IS something I found, though:

If you go to the property near Mad Doggs mansion, the fairly big house with a two car garage, and go up to the pool, you can walk through the wall of the house, and you fall in a blue screen for about 5 seconds or so, and then end up on the highway nearby as if you fell. Its a good way to get some money when you're on a bike. Not advisable while on foot, as you will probably die.
