Well I think there is no order but I can tell you from the strategy guide.

First you start out with Denise She is in Los santos afte you do the mission Burning desire.she is available from 16:00 to 6:00.

Michelle;San Fierro;in driving school;datable from 00:01 to 12:00.

Helena;Blueberry;Redcounty ammunation on outside balcony 8:00 12:00 and14:00 to 2:00.

Barbra el quebrados sherrifs parking lot 16:00 to 6:00.

Katie avispa country club San Feirro edge of the golf course 12:00 to 00:00.
And Millie;mission:key to her heart; las venturas;2:00 to 10:00 and14:00 to18:00.

There is no peticular order you get your girlfriends in, you can get them whenever you want. Except for Denise and Millie, which you get through missions.
